Investigation and Evaluation Analysis of Haihe Basin “23·7” Extraordinary Flood in Beijing

  • 摘要: 近年来,受全球气候变化影响,我国极端天气事件呈多发频发态势,极端性、突发性、破坏性水旱灾害威胁加剧,尤其是城市流域性洪水比一般城市雨洪危害性更大,灾后暴雨洪水调查分析工作意义重大,海河“23·7”流域性特大洪水是北京市1963年以来发生的最大流域性洪水,全面、客观地描述本次暴雨洪水过程,对暴雨洪水的成因、发展、量级等做出科学评价,为今后海河流域的水利规划、工程建设、防洪减灾提供科学依据.本文以北京市“23·7”流域性特大洪水调查评价工作为基础,全面分析了海河流域“23·7”暴雨的气候背景、时空分布、暴雨中心及路径,系统分析了洪水过程、洪水重现期、淹没及冲刷情况,全面总结了“23·7”暴雨洪水的特性,并与历史暴雨洪水进行了分析比较,研究成果资料翔实,分析合理,对今后我市水文测报“三道防线”建设、防洪减灾及推进流域水利高质量发展将有重要意义.

     

    Abstract: In recent years, affected by the global climate change, extreme weather events in frequent situation, extreme, sudden, destructive floods disaster threat, especially the urban basin flood more harmful than general urban floods, post-disaster rainstorm flood investigation and analysis is of great significance, the “23·7” Haihe basin extraordinary flood is the largest basin flood in Beijing since 1963, comprehensively, objectively describe the rainstorm flood process, the causes, development, magnitude of scientific evaluation, for the future Haihe river basin water conservancy planning, engineering construction, flood control and disaster reduction to provide scientific basis. This paper is based on the investigation and evaluation of the “23·7” Haihe basin extraordinary flood in Beijing, comprehensively analyzes the climate background of the rainstorm, the flood process, the characteristics of the “23·7” Haihe basin extraordinary flood , and comparison with the historical rainstorm flood, the research results are informative, reasonable analysis, and the construction of the "three lines", flood control and disaster reduction and promoting the development of river basin water conservancy with high quality will be of great significance.
