国家级滑雪旅游度假地对城市生态韧性的影响机制研究

Impact of national ski resorts on urban ecological resilience

  • 摘要: 依托国家级滑雪旅游度假地分批设立这一准自然实验,基于2015—2023年中国290个地级市面板数据,运用双重差分模型(DID)探究国家级滑雪旅游度假地的设立对城市生态韧性的影响.结果表明:1)设立国家级滑雪旅游度假地的政策显著提高了城市生态韧性,相较于非试点城市,试点城市的生态韧性水平提高了0.5%,且通过多重稳健性检验;2)优化产业结构与驱动技术创新是国家级滑雪旅游度假地提高城市生态韧性的重要途径;3)国家级滑雪旅游度假地对城市生态韧性的影响在不同类型城市之间存在异质性,该政策的影响效应在北方城市、中小城市更为显著.因此,深化政策实施与经验推广,强化产业结构升级与技术创新的中介效应,制定差异化的地区政策,是冰雪经济场景下城市生态韧性提升的关键举措.

     

    Abstract: The difference-in-differences (DID) model is applied to study impact of establishment of national ski tourism resorts on urban ecological resilience, with panel data of 290 prefecture-level cities in China from 2015 to 2023 used in a quasi-natural experiment. The establishment of national ski tourism resorts was found to have significantly improved urban ecological resilience. Compared with non-pilot cities, the ecological resilience level of pilot cities increased by 0.5%, and the conclusion passed multiple robustness tests. Optimizing industrial structure and driving technological innovation were found to be important for national ski tourism resorts to improve urban ecological resilience. The impact of national ski tourism resorts on urban ecological resilience was heterogeneous among different types of cities, the policy’s impact was more significant in northern cities, especially small and medium-sized cities. It is concluded that deepening policy implementation and experience promotion, strengthening mediating effects of industrial structure upgrading and technological innovation, formulating differentiated regional policies are key measures for improving urban ecological resilience in the context of ice and snow economy.
