  • 摘要: 本文构建了区域水资源集约安全利用评价模型,对北京市2008—2019年间的水资源集约安全利用进行评价. 结果显示,北京市水资源集约安全利用情况在2010年达到最佳状态,2011年最差,但近年来逐渐向好发展;水资源集约利用指数除2013年有所下降,整体上呈逐年上升趋势;水资源安全利用指数变幅较大,其中2010年最佳,2012年最差,2013年后也在逐年向好发展. 北京市在推进节水型社会建设的同时,也应筑牢生态安全屏障:在改善水资源集约利用方面,需紧抓节水工作,提高水资源利用效率,同时也要加快调整发展模式,优化产业布局;在改善水资源安全利用方面,应严格控制污染物排放总量,大力推进城市污水处理与资源化.

     

    Abstract: Based on accelerated genetic-projection pursuit and symmetric interactive entropy multi-attribute ranking method, this study constructed an evaluation model for the intensive and safe use of regional water resources to evaluate the intensive and safe use of water resources in Beijing from 2008 to 2019. The results show that the intensive and safe utilization of water resources in Beijing reached the best state in 2010 and the worst in 2011, but it has gradually developed in recent years. The index of water resources intensive utilization has declined in 2013, but has an overall upward trend year by year. The water resource safety utilization index has a large change, with the best in 2010 and the worst in 2012, and it has been developing year by year after 2013. While promoting the construction of a water-saving society, Beijing should also build a strong ecological security barrier: In terms of improving the intensive use of water resources, it is necessary to pay close attention to water-saving work and improve the efficiency of water resources use. Industrial layout; in improving the safe use of water resources, the total amount of pollutant discharge should be strictly controlled, and urban sewage treatment and resource utilization should be vigorously promoted.
